Repeals section 103-55.6 of the Hawaii Revised Statutes, which provided a 5 percent bid reduction preference for public works contractors with registered apprenticeship agreements.

Eliminates the preference for governmental bodies on public works contracts valued at $250,000 or more where bidders were parties to apprenticeship agreements registered with the Department of Labor and Industrial Relations.

Removes requirements for bidders to provide written proof of registered apprenticeship agreement status at the time of bid submission and monthly certifications during contract performance.

Eliminates sanctions for contractors who lose apprenticeship agreement status during construction, including work stoppage and debarment proceedings.

Does not affect rights, duties, penalties, or proceedings that occurred before the Act's effective date.
