• Reduces Procurement Policy Board membership from seven to five members and eliminates the nominating committee, allowing direct gubernatorial appointment with senate confirmation instead.

• Establishes a State Procurement Automation System Special Fund to receive transaction fees and other revenues for development, implementation, and maintenance of procurement automation systems.

• Appropriates $350,000 for fiscal year 2022-2023 to fund five purchasing specialist positions, including one position to manage the procurement automation system.

• Amends section 103D-1010 to conform with prior amendments to section 103D-1001 regarding qualified community rehabilitation programs.
