Requires physical inspection of firearms by police at time of registration in three specific situations: firearms without serial numbers ("ghost guns"), firearms transported into Hawaii from other jurisdictions, and firearms obtained through private sales and transfers.

Exempts licensed firearms dealers from inspection requirements, except when they engrave or embed registration numbers on firearms or assemble firearms from parts, which must still be inspected.

Applies to all persons registering firearms in Hawaii, including residents bringing firearms into the state who must register within five days of arrival and submit to physical inspection.

Sunsets on June 30, 2025, after which the previous firearm registration law will be restored, making this a three-year temporary provision while a legal appeal in Yukutake v. Connors proceeds.

Aims to protect public safety by ensuring illegal firearms are discovered before registration, minimizing prosecution of unaware gun owners, and verifying that registration numbers on untraceable firearms are properly engraved or embedded.
