Amends Hawaii Revised Statutes Section 201-13.8 to authorize the Department of Business, Economic Development, and Tourism to collect, analyze, and access employer information regarding wages, hours, and employment conditions.

Requires every employer subject to Chapter 371 to maintain records of employees, wages, hours, and employment conditions for five years.

Mandates all employers keep records of their former and current physical addresses and applicable North American Industry Classification System codes, regardless of use of professional employer organizations or third-party administrators.

Grants the department access to employer records and the right to copy pertinent materials, with employers required to furnish requested information to the department upon demand under oath on department-prescribed forms.

Takes effect upon approval.
