Amends Hawaii Revised Statutes Section 201-3.5(b) to require the department of business, economic development, and tourism to promote the acquisition of patents and copyrights for "Hawaii Made" products instead of ensuring their acquisition.

Requires the department to conduct a study and prepare a plan assessing the "Hawaii Made" versus "Made in Hawaii" brand to determine which term benefits Hawaii manufacturers most.

Study must review previous branding efforts, best practices from other programs, develop a culturally-sensitive brand look and mark, determine certification incentives (tax credits, grants, promotional support), and establish enforcement procedures including inspection, investigation, and penalty authority.

Department shall submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2023 regular session convenes.

Appropriates unspecified general revenue funds for fiscal year 2022-2023 to conduct the study, effective October 18, 2050.
