Allows landowners and lessees of important agricultural lands to apply to counties to develop, construct, and maintain farm cluster housing for rent to farmers and farm employees who actively and currently farm the land.

Requires each county to enact an ordinance permitting farm cluster housing that exempts it from subdivision laws, establishes priority permit processing, and allows more units per lot than underlying zoning; ordinance must require agricultural plans and real property tax agricultural dedication verification.

Establishes conditions for farm cluster housing including minimum 10-acre lot size, primary occupants must be active farmers or farm employees, housing area limited to 5% of lot or 10 acres (whichever is less), units capped at 800 square feet, and short-term vacation rental use prohibited.

Repeals section 205-45.5 which imposed stricter restrictions on farm dwellings on important agricultural lands than exist for farm dwellings in agricultural districts.

Amends section 205-46.5 to include farm cluster housing in county priority permit processing procedures for facilities on important agricultural lands; effective July 1, 2050.
