Appropriates $5.5 million for fiscal year 2021-2022 and $7.8 million for fiscal year 2022-2023 to fund collective bargaining cost items and salary increases for bargaining unit (1) members across multiple state departments and funding sources.

Allocates $1.46 million (FY 2021-2022) and $1.74 million (FY 2022-2023) from general funds specifically to the Department of Education for bargaining unit (1) cost items.

Appropriates $102,500 (FY 2021-2022) and $123,628 (FY 2022-2023) in general funds to the Judiciary for bargaining unit (1) cost items.

Authorizes $406,633 (FY 2021-2022) and $600,118 (FY 2022-2023) in special funds for Hawaii Health Systems Corporation to cover bargaining unit (1) employees and $26,330-$31,117 for excluded non-bargaining unit employees in the same compensation plans.

Extends FY 2021-2022 appropriations through the end of the fiscal biennium (June 30, 2023), with any unexpended funds lapsing after that date.
