All appropriations shown as -0- across general funds, special funds, federal funds, and other funds for the state (Parts I-IV) and Hawaii Health Systems Corporation (Parts V-VI).

Applies to state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (2) members.

Designates specific funds for the Department of Education and judiciary (chief justice) administration, with the director of finance responsible for allotting funds to appropriate departments.

Act takes effect July 1, 2050; any unexpended or unencumbered funds lapse as of June 30, 2023.
