HB 2095 Summary

• Appropriates funds to collective bargaining statewide (BUF 102) for fiscal year 2022-2023 to cover all collective bargaining cost items in a reopener agreement negotiated with the exclusive representative of bargaining unit (6), with zero appropriation from general, special, federal, and other funds.

• Appropriates funds to collective bargaining statewide (BUF 102) for fiscal year 2022-2023 to cover salary increases and other cost adjustments authorized by chapter 89C, Hawaii Revised Statutes, for state officers and employees excluded from collective bargaining who belong to the same compensation plans as bargaining unit (6) members, with zero appropriation from general, special, federal, and other funds.

• Requires the director of finance to allot appropriated or authorized funds to appropriate state departments for expenditure in the fiscal year.

• Provides that salary and cost adjustment payments for officers or employees whose compensation is paid from federal, special, or other funds shall be paid wholly or proportionately from those respective funds.

• Any funds not expended or encumbered by June 30, 2023, shall lapse as of that date; Act becomes effective July 1, 2050.
