Appropriates funds for collective bargaining cost items negotiated with bargaining unit (11) for fiscal biennium 2021-2023, with allocations to statewide collective bargaining (BUF 102) and the judiciary (JUD 601).

Provides funding for salary increases and cost adjustments for non-bargaining state officers and employees who belong to the same compensation plans as bargaining unit (11) members under chapter 89C, Hawaii Revised Statutes.

Authorizes funding through the Hawaii Health Systems Corporation for bargaining unit (11) members and excluded employees assigned to that corporation.

Requires that salary increases paid from federal, special, or other funds be paid proportionately from those respective funding sources.

Stipulates that unencumbered funds lapse on June 30, 2023, and that the Act takes effect on July 1, 2050.
