Authorizes the state fire council to use fees from the reduced ignition propensity cigarette program special fund to support statewide fire prevention, education, life safety, and preparedness programs, in addition to administering the cigarette certification program.

Permits funding from the special fund to support hiring of administrative personnel for fire prevention efforts targeting youth, seniors, and persons with disabilities.

Maintains the existing use of the special fund for reduced ignition propensity cigarette program administration, including employing a full-time administrator and assistant, reviewing certifications, and conducting laboratory testing.

Clarifies that interest earned on moneys in the special fund becomes part of the fund and changes "moneys" to "money" in the statute.

Effective date: July 1, 2060.
