Appropriates or authorizes funding for collective bargaining cost items and salary increases for bargaining unit (13) members and excluded state officers and employees in the same compensation plans for fiscal year 2022-2023.

Allocates -0- funding across general, special, federal, and other funds for all appropriations in Parts I through VI, indicating no new expenditures are authorized.

Covers salary adjustments and cost items for employees in the Department of Education, Judiciary Administration, and Hawaii Health Systems Corporation assigned to bargaining unit (13).

Requires salary increases and cost adjustments paid from federal, special, or other funds to be funded wholly or proportionately from the respective funding sources.

Any unexpended or unencumbered funds lapse on June 30, 2023, and the Act takes effect on July 1, 2050.
