Appropriates funding for collective bargaining cost items negotiated with bargaining unit (14) for fiscal year 2022-2023, with allocations to state departments through the director of finance.

Provides appropriations for the judiciary (administration - JUD 601) to fund collective bargaining agreements for bargaining unit (14) members.

Authorizes salary increases and cost adjustments under Hawaii Revised Statutes chapter 89C for excluded state officers and employees in the same compensation plans as bargaining unit (14) members.

Authorizes funding for the Hawaii health systems corporation to cover collective bargaining costs and salary adjustments for bargaining unit (14) members and excluded employees assigned to the corporation.

All appropriations and authorizations are set at zero dollars (-0-) for fiscal year 2022-2023, with any unencumbered funds lapsing on June 30, 2023; Act takes effect July 1, 2050.
