HB 2118 Summary

• Codifies the Hawaii state cybersecurity program to be administered by the office of homeland security in partnership with the state fusion center, federal and state agencies, counties, institutions of higher education, and private sector entities in power, water, communications, transportation, and finance sectors.

• Eliminates the position of state cybersecurity, economic, education, and infrastructure security coordinator previously placed within the department of defense.

• Directs the program to develop requirements and methods for improving cyber resiliency, critical infrastructure protection, cybersecurity capabilities, workforce education, and public-private partnerships for identifying and responding to cyber-attacks.

• Defines "cyber resiliency" as the ability to complete vulnerability assessments, identify potential cyber-attacks, mitigate losses, and recover quickly and efficiently from cyber-attacks.

• Takes effect July 1, 3000.
