HB 2119 Summary

• Creates a new chapter in Hawaii Revised Statutes establishing the Emergency Management Assistance Compact, enabling Hawaii to enter into mutual aid agreements with other states for emergency and disaster response.

• Authorizes the Governor to request and provide assistance including personnel, equipment, materials, and supplies to manage emergencies arising from natural disasters, technological hazards, civil unrest, or enemy attack.

• Grants reciprocal recognition of professional licenses and permits across compact member states and provides liability protections for emergency responders acting in good faith.

• Amends HRS Section 121-30 to authorize the Governor to activate the National Guard to support other states under the Emergency Management Assistance Compact.

• Repeals the existing Chapter 128F (Emergency Management Assistance Compact) and takes effect July 1, 2050.
