Requires the Department of Education to report all substantial incidents of harassment of employees to law enforcement authorities.

Mandates the Department of Education implement procedures for handling harassment claims, assign employees to manage harassment cases, and assist employees with legal actions arising from harassment.

Requires the Department of Education and Board of Education to implement training for staff on de-escalation techniques and handling harassment from outside actors.

Creates a new misdemeanor offense of "harassment of an educational worker" for disrupting or interfering with school, school administration office, or school board operations with intent to impede government functions.

Defines "educational worker" to include administrators, teachers, counselors, employees of the Department of Education or public charter schools, approved school volunteers, and contracted Department of Education employees.
