Authorizes the director of finance to issue general obligation bonds in the amount of $6,000,000 for fiscal year 2021-2022 to build an agriculture innovation center for the Department of Education.

Appropriates $6,000,000 for the Department of Education to construct and operate an agriculture innovation center, with proposed location on Kauai.

The center would provide students with training in food production, value-added product development, finance, soil research, STEM research, and aquaculture.

Supports the state's goal of having at least 30 percent of food served in public schools be locally sourced by 2030, as established by Act 175 (2021).

Appropriated funds shall not lapse at the end of the fiscal biennium; however, any unencumbered moneys as of June 30, 2024, shall lapse on that date.
