Requires counties to maintain infrastructure for Department of Hawaiian Home Lands housing developments within 60 days of receiving a completed maintenance request application.

Infrastructure maintenance by counties is conditional on: applicable meter, connection, and utility fees being paid; infrastructure conforming to county standards; infrastructure being connected or adjacent to county-maintained infrastructure; and county approval of infrastructure improvements.

Defines "infrastructure" to include waterlines, storm drainage, sewerlines, waste disposal systems, and roadway improvements (pavement, gutters, curbs, sidewalks, street trees, signage, striping, traffic calming measures, and street lighting) that connect to county infrastructure.

Effective date is July 1, 2050.
