Deletes outdated reporting requirement from Section 346-59.9 requiring the Department of Human Services to report to the legislature no later than twenty days before each regular session on the number and costs of brand-name versus generic psychotropic prescriptions.

Repeals Section 346-54 which required the director to submit reports to the legislature in odd-numbered years concerning the adequacy of public assistance allowances and to report on cost control recommendations if general fund expenditures exceeded tax revenue increases.

Repeals Section 6 of Act 281 (Session Laws of Hawaii 2006) which required the Office of Youth Services to submit annual reports to the legislature on programs funded under that Act no later than twenty days before each regular session.

Maintains existing protections in Section 346-59.9 regarding psychotropic medication coverage, including restrictions on antipsychotic medications, antidepressant medications, and anti-anxiety medications under Medicaid managed care and fee-for-service programs.

Takes effect upon approval.
