HI HB2146

Establishes a uniform fee for all licenses to solemnize marriages in Hawaii, applied equally to religious, judicial, and civil marriage solemnizers, with fees deposited into the general fund.

Authorizes the Department of Health to increase the fee in accordance with Chapter 91 rulemaking procedures, or up to a specified percentage annually without triggering Chapter 91 requirements.

Requires the Department of Health to maintain accounting records of all fees collected and deposited into the general fund under this requirement.

Repeals the sunset date and fee provisions specific to civil licenses to solemnize marriages established under Act 211 (Session Laws of Hawaii 2021).

Effective date of July 1, 2050.
