Creates an accessible parking special account within the disability and communication access board special fund to fund the statewide parking program for persons with disabilities.

Increases the state vehicle registration fee from $45 to $46 annually, with the additional $1 deposited into the accessible parking special account.

Requires all costs associated with the statewide parking program for persons with disabilities to be appropriated from the accessible parking special account beginning July 1, 2023.

Account shall also receive funds from motor vehicle registration fees pursuant to section 249-31, with all accrued interest becoming part of the special account.

Effective date: January 1, 2023.
