Extends the deadline for transferring the Oahu regional health care system (Leahi Hospital and Maluhia Hospital) from the Hawaii Health Systems Corporation to the Department of Health from December 31, 2022 to December 31, 2025.

Amends Act 212, SLH 2021 to reflect the extended deadline across multiple sections governing employee transfers, board member terms, working group operations, and transition planning authorities.

Requires all employees of the Oahu region to be transferred to the Department of Health without loss of salary, seniority, benefits, or contractual rights during the extended transition period.

Maintains the Oahu regional system board's sovereign immunity and exemptions from specified state laws (chapters 36, 37, 38, 40, 41D, 103D, 103F, part I of chapter 92, and section 102-2, HRS) through December 31, 2025.

Appropriates general revenues to the Department of Health for fiscal year 2022-2023 to formulate a comprehensive business plan and transfer framework for the hospital transition (amount to be determined).
