Adds three new definitions to Hawaii Revised Statutes Section 397-3: "Chief boiler inspector," "Exclusive employment," and "Owner-user inspection organization."

Allows owner-user inspectors employed exclusively by director-approved owner-user inspection organizations to perform safety inspections on pressure retaining items, in addition to state deputy boiler inspectors and insurance company special inspectors.

Changes the requirement for "employ" to "exclusive employment" for special inspectors working for insurance companies insuring pressure retaining items in Hawaii.

Extends the timeline from ten to thirteen years for the director to reimburse the general fund from the boiler and elevator revolving fund for initial appropriations.

Takes effect on December 25, 2040.
