Amends Hawaii Revised Statutes Section 329-101(d) to require dispensers of controlled substances to report prescription filling information to the Electronic Prescription Accountability System in real time.

Requires dispensers to report "zero" not less than once every seven days if no controlled substance prescriptions are filled during that period.

Maintains existing requirement for dispensers to keep records of filled prescriptions for five years and make them available for inspection and copying by the designated state agency.

Takes effect upon approval.
