Changes Department of Public Safety role from directly issuing civil identification cards to assisting inmates in obtaining them through collaboration with Department of Transportation and county examiners.

Expands assistance to include birth certificates, social security cards, and other identification documents necessary for workforce transition, social services access, Medicaid eligibility verification, and housing security.

Requires assistance to be offered to inmates with one year or less remaining on their prison sentence before parole or release.

Mandates Department of Public Safety initiate the assistance process at least ninety days prior to release for inmates in work furlough, extended furlough, or community placement programs by providing necessary forms.

Requires all forms provided by the department to be in the inmate's primary language.
