Amends Chapter 386 of Hawaii Revised Statutes to add "reserve public safety law enforcement officers" to the title of Part V, Subpart C covering volunteer occupations eligible for workers' compensation coverage.

Defines "reserve public safety law enforcement officer" as a member of the authorized volunteer law enforcement force of the department of public safety who performs services voluntarily and without pay under authorized direction.

Extends workers' compensation benefits to reserve public safety law enforcement officers injured while performing services under the conditions specified in section 386-3, entitling them to compensation and deeming them to have earned wages.

Includes reserve public safety law enforcement officers in the provisions for computing average weekly wages for workers' compensation purposes, including consideration of self-employment income and application of minimum hourly wage standards.

Effective date: December 25, 2040.
