Reduces the appointed membership of the State Highway Safety Council from twenty to ten members appointed by the governor based on their interest in highway safety

Maintains existing council composition including the director of transportation as chairperson, chief justice, attorney general, director of health, superintendent of education, University of Hawaii president, and county highway safety council chairpersons

Council continues to advise the governor on highway safety programs and activities

Members serve without pay but receive reimbursement for necessary expenses while attending meetings and performing duties

Effective July 1, 2050
