Establishes a framework for designating University of Hawaii campuses as "university districts" to create consistent land use planning and development across the 10-campus system (3 universities and 7 community colleges).

Allows the University of Hawaii president to propose campus designations to the Board of Regents, which may then adopt campus development plans including proposed projects, development policies, and capital improvement programs.

Requires the Board of Regents to establish campus development rules addressing health, safety, building, planning, zoning, and land use that follow existing county rules as closely as possible while meeting minimum standards.

Mandates at least one public hearing on the island where the campus is located and requires county planning departments to review and comment on draft rules 60 days before the hearing.

Upon adoption, campus development rules supersede inconsistent county ordinances and zoning regulations but do not supersede state laws or rules, including environmental laws (chapters 205A and 343).
