Increases minimum fines for noncandidate committee violations of organizational report requirements from unspecified amounts to $1,000 per violation.

Raises minimum fines for violations of campaign advertisement notice requirements from not exceeding $25 to at least $150 per advertisement, with a maximum aggregate cap of $5,000.

Establishes a minimum fine of $1,000 per violation for noncandidate committees that violate advertisement notice requirements, not to exceed 25% of the total expenditure for the deficient advertisement.

Removes an exception that previously exempted certain organizational report information from required electronic filing within ten days of changes.

Effective date set for July 1, 2112.
