Adds definition of "traditional midwife" to Hawaii law as a person adhering to the National Aboriginal Council of Midwives core competencies and practicing under the Hawaii Home Birth Elders Council.

Exempts traditional midwives from midwifery licensing requirements under chapter 457J, Hawaii Revised Statutes.

Prohibits restrictions on healing practices by traditional midwives engaged in prenatal, maternal, and child care as identified by the National Aboriginal Council of Midwives core competencies and recognized by the Hawaii Home Birth Elders Council.

Allows traditional midwives to incorporate and provide cultural practices without impediment or adverse impact.

Effective upon approval.
