Repeals Hawaii's certificate of need requirement for most health care facilities and services, maintaining the requirement only for nursing homes, hospices, intermediate care facilities for the intellectually disabled, and ambulance service providers.

Amends the definition of "health care facility" and "health care service" in Hawaii Revised Statutes to narrow the scope from a broad range of providers to only the four excepted categories listed above.

Requires the state health planning and development agency to propose amendments to the state health services and facilities plan by January 1, 2023 to conform with the changes made by this Act.

Eliminates multiple statutory references to the former broad certificate of need definitions by redirecting references to section 325-20(b) for definitions related to health care facilities and providers in emergency response contexts.

Takes effect upon approval, with provisions that the Act does not affect rights, duties, or proceedings that matured or were begun before its effective date.
