Creates a new exemption from mediation in paternity proceedings when domestic abuse allegations are present, prohibiting courts from requiring parties alleging domestic abuse to participate in mediation.

Requires mediators to screen for domestic abuse and prohibits them from conducting mediation when domestic abuse is alleged or appears to have occurred.

Amends existing divorce mediation exemptions by replacing references to "spousal abuse" and "family violence" with "domestic abuse" and eliminating conditional language that previously allowed mediation under certain circumstances.

Extends the mediation exemption to custody and visitation proceedings involving allegations of domestic abuse, removing the requirement that a protective order be in effect.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the Act's effective date.
