Creates a new criminal offense of theft of mail in Chapter 708, Hawaii Revised Statutes, designated as a misdemeanor.

Defines mail theft as intentionally obtaining or exerting unauthorized control over mail from another person's mailbox or premises without the addressee's consent and with intent to deprive them of the mail.

Defines "mail" as envelopes, packages, bags, or boxes that are either delivered by a common carrier or delivery service to an addressee, or left to be collected for delivery by such services.

Takes effect upon approval.
