Designates Runway 8R–26L at Daniel K. Inouye International Airport as the "Frank T. Okimoto Reef Runway" in honor of project engineer Frank T. Okimoto.

Recognizes that the reef runway was constructed in 1977 on coral reef adjacent to the airport at a cost of approximately $89 million and was the world's first major runway built entirely offshore.

Acknowledges Frank T. Okimoto's service as an airports civil engineer from 1967 until his death in 1978 and his commitment to environmental protection during the runway's design and construction.

Requires the Department of Transportation to erect and maintain appropriate signage for the Frank T. Okimoto Reef Runway.

Takes effect upon approval.
