Establishes a two-year program at the University of Hawaii College of Engineering to study the impact of sandbag walls ("sand burritos") on sand movement patterns, coastal erosion, and public trust resources at Ehukai Beach Park from Ke Iki Road to Sunset Beach.

Requires the program to support design and implementation of a soft engineered shoreline protection system test project with willing landowners in collaboration with state and county agencies.

Directs development of a beach and dune management plan identifying sediment management techniques and coastal restoration strategies, plus analysis of potential legal and policy changes needed for implementation.

Requires submission of findings, recommendations, and proposed legislation to the legislature no later than 20 days before the 2025 regular session.

Appropriates funds for fiscal year 2022-2023 with any remaining unencumbered moneys lapsing on June 30, 2024; test project costs to be paid by willing landowners.
