Authorizes the Department of Human Services to provide housing assistance subsidies of up to $500 per month to eligible households receiving Temporary Assistance for Needy Families (TANF) or Temporary Assistance for Other Needy Families (TAONF) benefits while participating in the First-To-Work program.

Requires any expenditure plan for TANF funds to be updated to account for housing assistance subsidy expenditures.

Exempts the administration of housing assistance subsidies from compliance with Hawaii's procurement and contracting laws (chapters 103D and 103F).

Amends Section 346-261 of the Hawaii Revised Statutes to establish the authority for providing these housing subsidies to support low-income families working toward self-sufficiency.

Takes effect upon approval.
