• Authorizes the Department of Health to perform duties of the State Health Planning and Development Agency

• Requires the state agency or Department of Health to prepare and revise the state health services and facilities plan every five years

• Establishes a $2,000,000 cap on the State Health Planning and Development Special Fund, with excess moneys transferred to the general fund at the end of each fiscal year

• Adds administrative penalties up to $5,000 per seven-day period for persons who violate or fail to comply with an approved certificate of need
