Amends Hawaii Revised Statutes Section 514B-137 to clarify the board of directors' responsibility for operation of condominium property, including administration, fiscal management, and physical operations.

Requires the board to maintain, repair, replace, and construct additions and improvements to common elements in accordance with the reserve study requirements and applicable state and county regulations.

Maintains existing provisions allowing the association access to units during reasonable hours for necessary maintenance and repairs, and giving the board irrevocable emergency access rights to prevent damage to common elements or other units.

Takes effect on January 1, 2023.
