Establishes the Hawaii Public Wireless Safety Act to be administered by the Department of Commerce and Consumer Affairs to manage responsible growth of wireless technologies and 5G networks in compliance with Federal Communications Commission regulations.

Requires the department to create a central data repository containing radio frequency emission information for all wireless antenna facilities, including transmitter power, frequency, antenna type, and visual depictions of emissions in relation to physical structures.

Mandates a monthly wireless safety surcharge of 1.5% on all wireless service fees billed to customers (excluding government entities) with wireless communications service providers retaining 5% of collected surcharges for administrative costs.

Establishes the Public Wireless Safety Fund to be administered by the department and funded through surcharge collections to pay for public wireless safety administration and radio frequency exposure insurance for licensees, property owners, employers, and governmental entities.

Requires annual audits of facility safety information, access tracking to ensure regulatory compliance, and authorizes the department to contract with neutral third-party radio frequency compliance administrators to manage data creation, distribution, updates, and related services.
