Amends section 302A-1106.5 to require the Board of Education to hold no less than six community forums annually, with at least one forum in each county, instead of the previous requirement of one meeting per county annually.

Designates community forums as "permitted interactions" under section 92-2.5 of Hawaii Revised Statutes, subject to public notice requirements matching board meeting notices under section 92-7(b).

Requires community forums to be open to the public with opportunity for all interested persons to submit written or oral testimony on public education and public library issues, while prohibiting commitments on votes and educational policy formulation.

Mandates that Board members attending community forums report their attendance and matters discussed at the next duly noticed board meeting.

Requires the Board of Education to include an open forum at the end of its regular meeting agenda for public testimony on non-agenda items, and to submit a report to the legislature by twenty days before the 2023 regular session on policy amendments to implement this requirement.
