Amends Hawaii Revised Statutes Section 200-12.5 to accommodate mooring of native Hawaiian sailing canoes owned or leased by nonprofit organizations at state small boat harbors for research or educational purposes.

Limits mooring duration to a cumulative 30 calendar days within any 180 calendar day period at each harbor unless approved in writing by the department chairperson.

Requires annual reports from owners or lessees documenting research or educational activities, including descriptions, dates, and participant numbers.

Establishes that native Hawaiian sailing canoe owners/lessees cannot obtain priority mooring over applicants on the waitlist.

Defines "native Hawaiian sailing canoe" as a double-hulled, non-motorized sailing vessel greater than 60 feet in length.
