Establishes the Women's Corrections Implementation Commission within the Department of Public Safety, comprising five members appointed by the governor with senate confirmation, with two members nominated by the senate president and two by the house speaker.

Grants the commission authority to oversee state correctional facilities housing women, including ensuring trauma-informed staff training, appropriate support services, and gender-specific rehabilitative and evidence-based programs.

Authorizes the commission to receive and investigate complaints from incarcerated women, conduct unannounced facility visits, interview inmates and staff confidentially, and review relevant records with procedures for accessing confidential information.

Requires the commission to monitor implementation of reforms from the House Concurrent Resolution 85 Task Force on Prison Reform and submit annual reports to the legislature detailing findings, complaints received, and recommendations.

Appropriates general revenues for fiscal year 2022-2023 to fund commission operations and staff hiring, with an effective date of July 1, 3000.
