Designates violations of sections 132D-3, 132D-10, 132D-13, 132D-14.5, and 132D-16 of the Fireworks Control Law as violations of the state noise control rules, subject to civil penalties up to $10,000 per offense and citations through environmental court.

Amends Hawaii Revised Statutes section 342F-9(b) to include fireworks control law violations in the noise pollution penalties, allowing fines of up to $10,000 for each separate offense with each day constituting a separate violation.

Appropriates funds (amount unspecified) for fiscal year 2022-2023 to establish one full-time equivalent inspector position in the noise section of the indoor and radiological health branch of the department of health.

Appropriates funds (amount unspecified) for fiscal year 2022-2023 for the department of health to contract with a security company to assist the inspector from October through mid-January annually.

Effective January 1, 2050.
