Prohibits the Department of Health from issuing new permits for large capacity underground storage tank systems located mauka (toward the mountains) of the applicable underground injection control line, effective July 1, 2022, except for repairs or replacements of existing systems.

Prohibits operation of and renewal of permits for large capacity underground storage tank systems located mauka of the underground injection control line beginning January 1, 2045.

Defines "large capacity underground storage tank system" as any tank with a single capacity greater than 50,000 gallons or total capacity exceeding 100,000 gallons.

Establishes underground injection control lines based on State Department of Health maps effective July 6, 1984, with specific quadrangle designations for each Hawaiian island (Hawaii, Kauai, Lanai, Maui, Molokai, and Oahu).

Takes effect July 1, 2060, in response to the Red Hill bulk fuel storage facility contamination incident in December 2021 that affected over 92,000 people at Joint-Base Pearl Harbor-Hickam.
