Recognizes surfing's cultural, social, and economic significance to Hawaii and acknowledges achievements of Hawaii surfers, including Carissa Moore's gold medal in the first women's surfing Olympic competition.

Notes that only one of five local athletic leagues has sponsored surfing since it was sanctioned by the Department of Education in 2004, limiting opportunities for students to pursue competitive surfing.
