Adds new section to Chapter 421J, Hawaii Revised Statutes prohibiting planned community associations from prohibiting or unreasonably restricting personal agriculture in unit owners' enclosed yard areas

Applies only to enclosed yard areas designated for exclusive use of the unit owner and does not apply if use violates the association's existing master landscape plan or other restrictive covenants

Permits associations to impose reasonable restrictions on personal agriculture and to require regular clearing of dead plant material and weeds, while allowing straw, mulch, compost, and other organic materials

Defines "personal agriculture" as cultivation of lawful edible plant crops for personal use or donation, and "reasonable restrictions" as those necessary to protect neighbors' use and enjoyment without unreasonably increasing costs or decreasing efficiency

Takes effect upon approval
