Establishes a separate air freight inspection, quarantine, and eradication service fee imposed at $1.25 per 1,000 pounds of imported air freight (or part thereof) brought into Hawaii, excluding aggregate, cement, coal, and liquid bulk freight.

Creates the air freight pest inspection, quarantine, and eradication fund in the state treasury to receive fee revenues, legislative appropriations, grants, and interest earned for biosecurity and inspection programs at airports.

Designates fund revenues for department of agriculture operations including airport biosecurity programs, electronic importer manifest system, emergency pest remedial measures, inspector training, and permit/certificate processing.

Removes air freight from the existing general freight inspection fee under section 150A-5.3, establishing separate fee collection procedures where transportation companies bill freight recipients within 15 days and must forward collected fees to the department within 45 days.

Appropriates unspecified amounts from general revenues for fiscal year 2022-2023 to the new fund and from the fund itself for the air freight pest inspection program; effective July 1, 2022.
