• Appropriates $100,000 for fiscal year 2022-2023 to the Department of Public Safety to purchase identification card machines to help offenders obtain essential documentation while incarcerated for use upon release.

• Appropriates $200,000 for fiscal year 2022-2023 to the Hawaii Paroling Authority for development and maintenance of community housing for parolees to support their reentry and rehabilitation.

• Appropriates $800,000 for fiscal year 2022-2023 to the Department of Health for a forensic peer specialist program to assess and treat incarcerated individuals with behavioral, mental health, and substance abuse issues.

• Requires the Department of Public Safety, Hawaii Paroling Authority, and Department of Health to each submit a report by twenty days prior to the 2024 legislative session detailing fund expenditures, service providers, number of persons served, services provided, measurable outcomes, and proposed legislation.

• Appropriations do not lapse at fiscal year end but any unencumbered funds must lapse by June 30, 2024; Act takes effect July 1, 2022.
