Amends Hawaii Revised Statutes Section 353-10 to require community correctional centers to conduct internal pretrial female risk and needs assessments on adult female offenders within three working days of admission.

Establishes that the pretrial female risk and needs assessment tool must be objective, research-based, and validated to measure a female offender's risk of flight, criminal conduct, and risk of violence or harm to others while on pretrial release.

Requires the assessment tool to specifically consider factors important to evaluating women's risk to reoffend, including rates of physical and sexual abuse prior to becoming an offender, and women's specialized treatment needs.

Mandates that the assessment tool and its procedures be periodically reviewed and validated at least every five years, with findings publicly reported.

Exempts from assessment requirement persons subject to detainers or holds, persons detained without bail, persons detained for probation violation, persons facing revocation of bail or supervised release, and persons who previously completed a female risk and needs assessment.
