Establishes a grant program within the Office of Youth Services to provide funding to programs and entities supporting Hawaii's youth, effective July 1, 2022.

Prioritizes grants to programs that support youth from ethnic groups disproportionately represented in Hawaii's correctional system, address adverse childhood experiences, support rehabilitation alternatives to incarceration, or meet identified community needs.

Requires the Office of Youth Services to solicit input from community partners to identify priorities and unmet needs before awarding grants, with periodic updates to program priorities.

Allows grants to be awarded for multi-year periods up to five years or renewed annually at the executive director's discretion, with priority given to programs that obtain matching funds from non-state sources.

Appropriates general revenue funds for fiscal year 2022-2023 to establish the grant program, with the amount to be determined; requires annual reporting to the governor and legislature on program priorities, grants awarded, and supported programs.
